In the words of the executive council, 'The primary purpose ... is to provide a guide in human engineering which the designer can use in the same manner as handbooks in other areas to assist in solving design problems as they arise ... The primary emphasis in the Guide will be on recommended design principles and practices in relation to general design problems rather than on the compilation of research data.
